Kirk and Captain Spock, Roberta Lincoln steals a crashed Iramahl starship out of the hands of Majestic 12 personnel at the Northwest Passage on Earth and beam it to an Aegis facility in the Brooklyn Navy Yard in New York. - The Articles of the Federation are signed by United Earth, the Confederacy of Vulcan, the Andorian Empire, United Planets of Tellar, and Alpha Centauri in San Francisco, officially establishing the existence of the United Federation of Planets. - Many residents of the city noted that San Francisco is unusually quiet. At least one observer describes it as being as though the entire city is holding its breath. (ENT novel: Last Full Measure)

With this speech, he declares that it had been United Earth Starfleet's mission, and would become the Federation Starfleet's mission, to continually expand the Federation's knowledge — to "explore strange new worlds; to seek out new life and new civilizations; to boldly go where no man has gone before."
