Starfleet operated shuttlecraft of this type by the year 3190. (DSC episode: "Kobayashi Maru")
By default, they were armed. They could be modified to be unarmed. In the year 3191, at least one shuttle of this type was equipped with the pathway drive. (DSC episode: "Life, Itself")
Shuttles of this class were the standard complement of Merian-class command science dreadnought. The Merian could deploy up to six shuttles from its single hangar bay to aid in combat. Like its mothership, these shuttles were armed with the Federation phaser beam array (32c.). When the Merian class was acquired by the 25th century Khitomer Alliance, it included the 32c. The Friendship-class flight-deck carrier included a pair of hangar bays equipped with 32c. Federation shuttlecraft. (STO website: Unraveled: Command the Friendship Class!)

Thousands of shuttles of this class were part of the effort to evacuate Earth during the dark matter anomaly crisis in 3190. The Pax-class USS Federation contained an enormous hangar bay holding such shuttles. (DSC episode: "Coming Home")
