The Advanced Starship Design Bureau (ASDB) was a body of Starfleet that designed starships and also conducts research, design reviews and systems simulations. ASDB's integration facilities are located at Utopia Planitia Fleet Yards, Antares Fleet Yards, McKinley Station and Starbase 134. (DS9 reference: Star Trek: Deep Space Nine Technical Manual)

In the 25th century, Vice Admiral S.J. Hemphill oversaw the ASDB and its starship development projects. In 2410, she became the presiding officer of its Khitomer Alliance counterpart, the Allied Cooperative Starship Development Board (ACSDB).
