The Agarna was a body within the Gorn government and served as its parliament which handled the day-to-day running of their empire. Its ranks consisted of the various heads of the government agencies, chief priests, flag-rank military officers, the close relatives of the Effri'a and a few elected members. The terms of office varied with bureaucrats, military officials and priests serving as long as they were in active service. Whilst relatives of the Effri'a served for life in their positions.
