Alfear Yorgas was a male Carreon ambassador who served as chief negotiator in talks with Delta IV regarding that world's need for a new water reclamation system in 2380. He was instructed by the government on Carrea not to give Delta anything, thus dragging discussions with Deltan Ambassador Tierra out over several months. Yorgas was finally forced to come to an agreement with the Deltans when Federation President Nanietta Bacco accused him of negotiating in bad faith and threatened military action against Carrea.
