According to Khan Noonien Singh, Algeria was the site of a secret genetic engineering laboratory in the 1970s, similar to the Bombay group school that enhanced Khan. In the 1980s the Augments used it as a training facility. (TOS - Khan comic: "Issue 2")
In September 1992, Augment Dictator Ama Owusu annexed Algeria into United Africa. By 1996, John Ericssen had taken Algeria from Owusu, adding it to his Pax Europa territories, before the Augment dictatorships were overthrown. (TOS - Khan comics: "Issue 2", "Issue 3")
