Aligar was an unaligned planet in the Alpha or Beta Quadrant. It was a rich source of kellinite, which was mined by the use of slave labor — ninety percent of Aligar's natives were forced laborers.

Aligar approached Cestus III Governor Nanietta Bacco with an offer to sell their kellinite shortly after her election. Bacco refused on moral grounds.

During the Dominion War, the Federation struck a trade agreement with Aligar for their kellinite. This agreement was for a limited period and subject to renewal by the Federation Council in order to continue. In 2380, when the agreement again came up for renewal, Bacco — then the President of the United Federation of Planets — chided the Council for continuing trade with Aligar following the end of the war.
