The Alliance was an interstellar coalition in an alternate timeline where Montgomery Scott rescued James T. Kirk before he could be absorbed into the Nexus. The Alliance was that timeline's counterpart to the United Federation of Planets, but was markedly different in nature. Whereas the Federation was mutually cooperative, the Alliance was founded and maintained merely to jointly combat the threat of the Borg, and not all species were dedicated to the collaboration.

By 2293, the Alliance was led by Supreme Arbiter of the Alliance Sarek and Deputy Arbiter Koval, and guided by the Alliance Council. The Alliance had its headquarters at Alliance Prime. Sarek often considered that without him, the Alliance would crumble, having been amazed at its continued existence despite the illogical infighting.

The Alliance attempted to jointly oversee an interstellar fleet, although each species' contingents were not entirely bound to its orders. Additionally, the Alliance operated at least three outposts; Alliance Outpost Number 2 oversaw joint fleet operations, and Alliance Outpost Number 3 maintained and analyzed all data pertaining to the Vortex.

The races in the Alliance included Vulcans, Romulans, Cardassians, Klingons, Narisians, Tellarites, and Trills; El-Aurians were not members of the Alliance. Since the Alliance was a loose association, not all galactic powers shared technology or intelligence. For example, the Klingons independently developed interphase cloaking technology, but would not share it with the Alliance, only using it to hide cloaked mines around their worlds. The Alliance had early on attempted to develop and test various weapons technology against the Borg, but having used it once, the Borg Collective adapted against it; after that, all technology was kept as secret as possible. Every Alliance vessel was also equipped with an Interrogation chamber, where it was hoped that a Borg drone could be captured and totally isolated, although it never happened.

Some races were not entirely content to share power. For example, the Cardassians secretly plotted to undercut the authority of the Alliance leader. Councilman Zarcot stormed out of the Council and resigned his position, going on a campaign to discredit Sarek leveraging his refusal to acknowledge the Nexus as a threat. This was a ploy to draw Sarek away from Alliance Prime in an attempt to assassinate him, a plot which eventually failed in its goals. The Klingons were known to utilize opportunism and backstabbing to compete for short term advantages. Additionally, the Romulans were sometimes hesitant to follow the Alliance's orders - when Sarek pledged the Alliance's assistance to the time traveling USS Enterprise-D, he ordered a fleet of willing vessels to intercept a phalanx of Borg cubes intent on destroying the Enterprise; the Romulan commanders obeyed only after a brief hesitation; the Cardassian commanders refused the order and retreated to Cardassia.
