Alur orJada was a male Payav from the Larenda nation-state on planet Mestiko. He was a rich man who yielded significant influence in political circles, both before and after "the Pulse" struck the planet. In particular, he was closely allied with Jo'Zamestaad Raya elMora.

In 2272, Admiral James T. Kirk discovered that Alur had been orchestrating the importation of contraband Klingon goods, including weaponry, which he intended to be used to drive out all Dinpayav (offworlders) once Mestiko had recovered enough to reassert its independence.
