Commander Amarcan was a highly placed Romulan officer of the Romulan Star Navy.

He was a Commander of the late Imperial War College whose vessel disappeared into the Barrier. (TOS novel: Vulcan's Heart)

His book, Axioms, was required reading at the Romulan Military Academy into the 2150s. Admiral Valdore would quote from this book when talking to Vice Admiral Khazara. (ENT novel: Beneath the Raptor's Wing)

One passage from Axioms was very similar to the human saying "Keep your friends close and your enemies closer." Prior to the Battle of Cheron the double agent T'Luadh was about to quote this passage to Trip Tucker when he correctly guessed what she was about to say. (ENT novel: To Brave the Storm)
