The Andak Project was an Interstellar Agricultural Aid Commission initiative sponsored in the Cardassian Union in the latter part of the 24th century.

It was a program sponsored by the Federation in 2376 which was intended to restore Cardassia Prime's agricultural base. The head of the project was Keiko O'Brien but faced stiff resistance from Cardassian xenophobic groups such as the True Way and Gul Akellen Macet's conservative bloc in the government. The Andak project continued only due to the influence of adviser Elim Garak which resulted in a successful attempt to turn the barren desert climate into one that supported sufficient crops that would feed the populace. (DS9 - Worlds of Star Trek: Deep Space Nine novel: Cardassia: The Lotus Flower)

Experts from the Daystrom Institute predicted that without similar such initiative like the Andak project, the Cardassian Union would fall apart within three years. (ST website: The Path to 2409)
