A pair of Antedeans

Antedeans were a race of fish-like humanoids native to planet Antede III. They do not like spaceflight and survived the ordeal by entering a self-induced catatonic state. When they have reached their destination, they require great quantities of a food known as vermicula to replenish their bodies. As of 2365, few humans saw an Antedean in the flesh. They have unsophisticated minds that could be easily read by Betazoids. Certain races, like Klingons, found them to be handsome. Others, like Betazoids, thought less of their appearance. Circa 2345, the USS Lexington hosted a diplomatic conference with the Antedeans, with Ambassador Curzon Dax representing the Federation. (DS9 - The Brave and the Bold, Book One novella: The Second Artifact)

In 2365, the USS Enterprise-D transported two Antedean dignitaries from Antede III to a conference on Pacifica. They were, however, revealed to be assassins that would've blown up the conference by Betazoid Ambassador Lwaxana Troi. (TNG episode: "Manhunt"; CCG set: Second Edition)

By 2380, the Antedeans had become citizens of the United Federation of Planets when Antede III became a Federation member. (ST novel: Articles of the Federation)
