Appius Cornelius was a Magna Roman Starfleet engineering officer.

In 2364, Cornelius led an engineering team from the USS Centurion to the USS Enterprise-D that had secret orders to sabotage the ship. The team was partially successful, but Cornelius and his team were arrested when their plot was discovered. (TNG novel: The Captains' Honor)
