Arafel "Fel" Pagro was a Ktarian Federation Special Emissary from the Federation Member world of Ktar who was amongst the presidential candidates in late 2379 following the surprise resignation of Min Zife of Bolarus.

Special Emissary Pagro's only competition was Governor Nanietta "Nan" Bacco of Cestus. Pagro's primary issue was his immensely critical stance towards the Federation's alliance with the Klingon Empire; Pagro objected to the Empire's expansionist policies and towards its previous violations of sentient rights, and wished to sever the alliance unless the Empire changed its ways, believing that to ally with the Klingon Empire was to violate the principles the Federation was built upon. It was the opinion of many Federates that this policy would likely lead to war with the Empire, and Governor Bacco, who had pointed out in a debate with Pagro that the alliance had indirectly led to a great deal of positive reforms within the Empire, soundly defeated him come Election Day.

Pagro's campaign manager and primary advisor was former Federation Starfleet Admiral Jas Abrik of Trill, who later served as Federation Security Advisor in the Bacco Administration. (TNG novel: A Time for War, A Time for Peace)

Following the Borg Invasion of 2381, President Bacco considered the idea of traveling back in time and allowing Pagro to have the presidency in her place. (ST novel: A Singular Destiny)
