Arctus Baran.

Arctus Baran was the leader of a band of mercenaries and commanded the raider Fortune.

In 2370, Baran was hired by Vulcan isolationists to locate the missing pieces of the Stone of Gol. Jean-Luc Picard infiltrated Baran's crew to try to stop them and was later able to switch his neural servo with that of Baran's. When Baran attempted to kill Picard, his own neural servo activated and Baran died. (TNG episodes: "Gambit, Part I", "Gambit, Part II")

In an alternate timeline, the Bajorans purchased a hull sheath from Arctus Baran. (ST - Echoes and Refractions novel: A Gutted World)
