The Babel Conferences were a series of peaceful congregations between the many races that make up the United Federation of Planets. The site of these interstellar conferences was the neutral planet of Babel.

The gathering which saw the creation of the United Federation of Planets was called the First Babel Conference. (TOS reference: Spaceflight Chronology)

This name is somewhat misleading, however, given the prior conferences held at Babel. (ENT episode: "Babel One")

The Second Babel Conference was held in reference stardate 1/7701, where it was proposed the Federation be disbanded. This proposal did not pass. (FASA RPG module: The Federation)

Other Federation conferences were held on Babel in the following years, most notably one in 2267, regarding the admission of Coridan III into the Federation. (TOS episode: "Journey to Babel")

Sytok served as an assistant to Ambassador Sarek at three Babel Conferences, prior to his appointment as Vulcan Ambassador to United Earth. (TOS novel: Prime Directive)

In a simulated war against the United Federation of Planets, which was used to train cadets at the Elite Command Academy of the Klingon Defense Force, there was a Babel Conference in which the Andorians demanded a separate alliance with the Gorn Hegemony. A small Klingon task force, comprised of ships from the Roptargh Heavy Assault Fleet, raided the conference and destroyed the USS Excelsior. Because the conference and the incoming Gorn vessels had not been attacked, that alliance was not formed. Starfleet had to reassign ships to protect the members of the United Federation of Planets and many important locations were vulnerable to attacks. (TOS video game: Klingon Academy)

During the briefing before this attack, General Chang calls that conference "a second Babel Conference", which clearly contradicts the sources mentioned above. However, it is possible that he was only aware of one Babel Conference.
