Balt was a Ferengi man.

A trader in the 24th century, he dealt in used weapons. The Dominion War disrupted his business, as neither the Jem'Hadar nor the Federation needed or would buy his wares. In 2375, needing latinum to pay for his ship's repairs, he went through some Federation scrap he had bought and discovered a holoprogram which had previously belonged to Reginald Barclay. He sold it to Quark for latinum and a holoprogram of a Betazoid wedding and left the station, unaware that Quark had switched it for a holoprogram of an ancient Bajoran wedding ritual.
