Barlow was a Human man, a Starfleet officer who served as the CO of a Deep Space Communications Link Station in the galaxy's Beta Quadrant in 2268.

History[]

In 2268, Ronald Tracey coerced Harry Mudd, disguised as Captain James T. Kirk, to visit Barlow's station aboard a stolen class F shuttlecraft. Barlow met them in the station's shuttle bay and escorted them to the operations center. Tracey convinced Barlow that "Kirk" was performing a surprise inspection during a busy maintenance shift. Barlow presented them to operations officer M'N'Alli, who could show them anything needed for the inspection. (TOS - New Visions comic: "Made Out of Mudd")
