Baxter was a senior student who was studying at Starfleet Academy in 2380. During his time at the Academy, Baxter was assigned as a teaching aide to Professor Seven of Nine.
On one occasion, Baxter sought out Seven in her office when she failed to arrive at her cyberbased life-forms class on time. Upon arriving at her office, Baxter was told to cancel the class as she had business to attend to. (TNG novel: Before Dishonor)
