Bera chim Gleer was the Federation Councillor From Tellar in the late 2370s and early 2380s. (A Time to Heal.) A tempermental individual, his firey disposition often led him to take extreme positions, and he often found himself both personally and professionally at odds with his political rivals; nonetheless, Gleer was one of the most powerful members of the Council. Gleer was also infamous in the Federation government for his incredibly long addresses to the Council, which would often run for hours at a time. (Trill: Unjoined, Articles of the Federation.)

In 2372, Councillor Gleer had a series of infamous debates on the Council floor with Councillor T'Latrek of Vulcan over the issue of the acceptable levels of security that could be implimented to prevent infiltration by the shape-shifting Founders of the Dominion. (Articles of the Federation.) Councillor Gleer opposed the Federation occupation of Tezwa, and in August of 2379 co-sponsored with Councillors Cort Enaren of Betazed and Kellerasana zh'Faila of Andor that would withdraw Federation forces from that world and redistribute Federation resources towards rebuilding efforts on Betazed and towards stimulating the Andorian and Tellarite economies. The bill never made it out of the Federation Security Council. (A Time to Heal.) In 2380, Bera chim Gleer opposed Federation President Nanietta Bacco's nomination of Federation Councillor Krim Aldos of the Republic of Bajor to the Federation Security Council; he was defeated in debate by T'Latrek and Aldos, though he later used his influence on the Council to attempt to defeat the passage of a bill renewing humanitarian aide to the Cardassian Union in revenge upon the Bacco Administration. Nonetheless, he remained a loyal Federate and a popular representative of the Tellarite people. (Articles of the Federation.)

Bera chim Gleer first appeared in A Time to Heal, though his first chronological appearance was in Trill: Unjoined.
