Publisher's description[]
The U.S.S. Enterprise is assigned to the planet K'Trall -- a planet just coming out from under the heel of barbarous suppression. When the planet's newly emerging freedom is threatened by a rogue ship attacking Federation shipping, Captain =Jean-Luc Picard and his crew put their lives on the line to protect K'Trall from the raids.
But the planet itself holds a deadly secret, one that could lead to a resurgence of the despotic cruelty they have suffered for centuries. With time running out, Captain Picard must see his way past a maze of deadly deception, with billions of lives hanging in the balance.
Summary[]
The Enterprise has been summoned to the K'tralli system by Captain Gruzinov, an old friend of Picard's who is in command of Starbase 37. There have been a number of attacks on shipping in the area, notably by a converted Constitution-class ship with a cloaking device, the Glory. Gruzinov believes that the K'tralli overlord, J'drahn, and plantary governor T'grayn are involved with the pirates.
Gruzinov is correct. The piracy scheme has been organised by the Romulans, who outfitted the Glory. However, they are hoping for the Glory to be captured and the K'tralli's alliance with them, motivated by profits, to be exposed. The Federation would have to expel the K'tralli, meaning the Romulans would be able to annexe the system. Picard's only hope is to remove J'drahn in a way that does not violate the Prime Directive.
Riker, La Forge and Starbase 37 security officer Angela Dorn go undercover as disgruntled merchant ship crew, only to be pressganged by Katana, the genetically-engineered first officer of the Glory's captain, Blaze. Meanwhile, Picard rescues Colonel Z'gral, a close friend of J'drahn's father H'druhn who was about to be killed by the Romulans. Romulan leader Kronak reveals himself and tries to get Blaze to join him in an attack on the Enterprise but the Glory is still damaged from an earlier battle.
Riker blows cover in order to try and send a warning message to the Enterprise. Dorn is killed by Katana, a Romulan agent, who is in turn killed by Blaze. Blaze agrees to take the Glory to assist the Enterprise, in return for La Forge getting it operational again. Picard rescues H'druhn from J'drahn's men and he is convinced of his son's treachery. A group of Romulan Warbirds attacks the Enterprise but with the aid of the Glory, Kronak is killed and his ships are destroyed or driven off.
As a K'tralli citizen, Blaze joins H'druhn in unseating J'drahn, who is then killed, supposedly while trying to escape. T'grayn will face charges. Blaze is allowed to leave, intending to prey on Romulan shipping.
