Bob Caflisch was a male human serving in Starfleet in the 23rd century.

By the early 2280s Caflisch achieved the rank of admiral and served at Starfleet Command, in a slightly junior position to that of James T. Kirk, and the two were on a first-name basis. After Kirk's demotion to captain, Caflisch found himself Kirk's superior officer, and in 2287 assigned him to investigate a potentially explosive hostage situation on Nimbus III. (TOS novelization: Star Trek V: The Final Frontier)

Note: The Star Trek Encyclopedia and the www.startrek.com's biography give this officer's name as Robert Bennett, after Star Trek producer Harve Bennett, who portrayed him in the movie. In the movie, his rank insignia and credits indicate his position was Starfleet Chief of Staff, but the novelization was not so specific.
