The Bonding was a ritual practiced by the Tomol.

The Bonding served to ensure that children were always cared for, even after their birth parents had Changed and undergone the Cleansing ritual. Essentially, it was the transferance of custody over a child from the birth parents to a younger couple, overseen by the village's high priestess. (Seekers novel: Second Nature)
