Borth was an Orion male who served as a representative on the Nisus Council in the Nisus colony in 2267.
Following a council meeting at the Nisus Civic Center, Borth pulled the Klingon engineer, Korsal, aside and asked him what he planned to do about the plague which had gripped the colony. When Borth attemped to point out that the plague would make a good weapon for which the Klingon Empire could use, Korsal warned him not to continue and make an enemy of the Empire.
