The Bowog flood was a historical disaster in Ferengi Alliance history. In Ferengi year 17998, the Bowog Dam mysteriously failed days after its warranty had expired, resulting in the drowning deaths of thousands. In the wake of the disaster, some entrepreneur created and sold headskirts with the saying "I survived the Bowog Flood!" Keldar collected one of these headskirts, and left it to his son Quark after his death. (DS9 reference: Legends of the Ferengi)
