Brazeau was a member of the Federation Starfleet in the mid-23rd century. Brazeau held the rank of admiral and commanded the Starfleet 8th Fleet.
Following the end of the Four Years War between the United Federation of Planets and the Klingon Empire, Admiral Brazeau led the Eighth Fleet to the Rigel system, from which the Klingons had recently withdrawn. The Klingons had spared the Orions of the Rigel system from the scorched earth policy of the Year of Horror to make them appear to be allies of the Empire. The Botchok Planetary Congress was just relieved to not suffer the atrocities, and ordered a triumphant welcome to the Eighth Fleet. Brazeau's ships responded by duly sending their arrival details ahead, as per the Orion Neutrality Act.
On reference stardate 1/9806.29 (c. 2256), Brazeau and the Eighth Fleet arrived and immediately sealed off the Rigel system. They then landed soldiers on the Orion homeworld of Rigel VIII (Botchok) to capture the spaceport and communications centers.
