The Breen Assemblage was a ruling authority amongst the Breen race and claimed the right to conduct diplomatic negotiations with other species. Despite this being the case, its actual power was limited as actual command decisions were made by the heads of the various Breen obligation circles such as starship captains or the ruler of an outpost.
