In the mirror universe, the Breen Confederacy was an interstellar state located in the Alpha Quadrant. In 2377, the Confederacy became a founding member of the Taurus Pact. (ST - Mirror Universe novel: Rise Like Lions)

In 2279, the Breen Ambassador to the Terran Empire Tren publicy complained about weapon and ship trades with the Cardassian Union.
During the Khitomer Conference in 2293, Senator Pardek told Terran Emperor Spock he predicted the Tholians to ally with the Gorn and oust the Terran colonies from the Taurus Reach within two decades. The Taurus Pact
Provided with executive powers by their respective governments, Thot Gor, Tholian delegate Azrene and Prefect Zogozin of the Gorn Hegemony formed the mutually beneficial Taurus Pact at the former site of Starbase Vanguard in the Taurus Reach.
Conflict with the Pact was a looming menace for the Klingons and the Cardassians, both of which tried to broker a truce in order not to face a two- or three-front war. When the Cardassian Union descended into madness-induced chaos, the Klingons worried the Breen and the Tholians might attempt to seize Cardassia.
In 2378, the Breen conquered the Cardassian planet Lazon II and threatened to move on Arawath.
Following the victory of the Terran Rebellion and the dissolution of the Alliance in 2380, the Terran Protectorate, the forerunner of the Galactic Commonwealth, was recognized by the Taurus Pact as a nascent state.
