Broca was the leader of the Cardassian Union for a brief time in late 2375. His accession to the position meant he was promoted from gul to legate.

Following the deaths of Niala and Sakal Damar, Corat Damar's wife and son, Broca announced their execution to the Cardassian people. (DS9 short story: "An Errant Breeze")
