C29 Green is Nasat’s representative to the Federation Council in 2380. He had once been a forest quadrant governor, and had supported the creation of pneumatic tubes for easy travel on Nasat.
That year, he was recommended to President Nanietta Bacco for a position on the Federation Technology Council by Presidential Deputy Chief of Staff Z4 Blue, despite the fact that he was described as barely able to operate a PADD without three aides to help him, due to his support and willingness to try new technologies.
