In the 24th century, the Cabral sector was part of the Federation. (ST reference: Encyclopedia)

The Grazerites, Federation members, were native to the planet Grazer, also known Vacca III. (Decipher RPG module: Starfleet Operations Manual)

In the 2360s decade, the Cabral sector was considered an isolated region of space. In the year 2370, the Federation starship USS Enterprise-D ferried the handful of Boraalan survivors from Boraal II to the hitherto uninhabited class M planet Vacca VI in the Vaccan star system. (TNG episode: "Homeward")

In 2383, the Cabral sector was depicted on a holographic map of Federation space that Hologram Janeway displayed to the new crew of the USS Protostar. (PRD episode: "Starstruck")
