Cardassian High Command

The Cardassian High Command was a controlling authority within Cardassian society in the early 24th century. (TOS comic: "Enter the Wolves")

It seems probable that this reference was intended to be to the Cardassian Central Command, the Cardassian Union's military branch, as established in Star Trek: Deep Space Nine. The term was first used in "Necessary Evil".
