Carstairs was a 24th century Starfleet officer. In the mid-24th century, Carstairs held the rank of Admiral and served on the planning board at Starfleet Operations.

A proponent of the then new Galaxy-class, Carstairs supported a heavily armed design, feeling that a well armed vessel would act as a deterrent. He was opposed by Commodore Santin, who was critical of the proposed design. Santin feared that the design Carstairs favored might serve as a provocation to the Federation's enemies.
