Cephalic Security was a law enforcement agency on the Earth colony planet Rampart.

The agency was established when the colonists first arrived on the planet in the 2160s and was fully operational in 2366. It acted under the authority of the Council of Truth. It was Rampart’s thought-police and was empowered to represent the government in all matters of security.

Responsibilities

Cephalic Security monitored the thoughts not only of its citizens but also itself. Speaking fiction aloud was considered a heinous crime punishable by death. Imagination, creativity, and artistic interpretation were censored. Bad thoughts were erased in various ways. Routine “cleansing” was done weekly to the populace through the use of a small handheld device that plucked out creative ideas from the brain and replaced them with repetitive facts. Cephalic Security created propaganda, apprehended Dissenters, and eliminated fiction through various means, including interrogation, brainwashing, selective memory removal and lethal injections.

Uniforms

Thought-police security officers wore a white field jumpsuit with a blue Cephalic Security logo. All wore imagination-proof headgear. The Cephalic Security helmet was a smooth, molded design with sound-filtering headphones and a mouth-microphone. It included an electronic visor with a raster over each eye. The visor appeared white or semisolid when all was safe to see, but pixelated while cleansing banned images.

Medical personnel wore a white uniform bearing a red Cephalic Security logo. Workers wore blue Cephalic Security service coveralls.

Resources

Cephalic Security operated from a central complex called CephCom, a sprawling campus near the city of Verity. Vehicles included fleets of electric and diesel-powered vans, armored personnel carrier trucks, jeeps and huge assault hovercraft. In addition to vehicles, it also maintained a fleet of levitating, armed, telepathic one-eye security robots. Portable mini-incinerators destroyed literature.

Cephalic Security employed at least several hundred troops. Available weaponry included radiation guns, thought-grenades, conventional concussion grenades, and a weapon that generated an energy surge. Radiation guns were available in various sizes, from hand-held models to mobile-mounted radiation cannons. Gun emissions immediately debilitated targets, who found it difficult to move or think. Thought-grenades were small white canisters branded with a CS logo which peeped softly but produced waves of mental numbness lasting for a couple of minutes. (TNG novel: Gulliver's Fugitives)
