The ChR Memenda (Talon) was a D7-class, specifically Akif-class, Romulan battle cruiser in service in the 23rd century.
In 2268, the Memenda served as the flagship of Commander Liviana Charvanek as part of a three-ship taskforce under her command which surrounded and temporarily captured the USS Enterprise as it entered the Neutral Zone. The Memenda's cloaking device was stolen by members of the Enterprise's crew, who also captured Commander Charvanek. (TOS episode: "The Enterprise Incident"; TOS novel: The Romulan Way)
In the late 2260s, the Memenda was commanded by Commander Actius Probical. In 2269, the Memenda, the Enterprise, and IKS Destructor were pulled into a void by a renegade Organian known as Enowil. (TOS novel: Trek to Madworld)
In 2296, the Memenda was dispatched on a mission into Federation space. Thanks to information provided by Lieutenant Patrick O'Shea, a Starfleet spy, the USS Enterprise-B was able to disable it and capture Tal Shiar High Examiner Rokan the Relentless in his sleep. Rokan was then moved to an experimental holodeck, where a simulation of the Talon convinced Rokan that he was still aboard and that he was charged with torturing Captain John Harriman. Once Harriman had managed to discover the names of Romulan spies in the Federation, the simulation ended. (TOS short story: "Shakedown")
