In the mirror universe, General Chang was a prominent Klingon warrior during the 23rd century.

In 2289, he was the senior military adviser to Regent Gorkon. He oversaw the development of a prototype bird-of-prey which had the ability to fire its weapons while cloaked. Based on the military capacity of the Terran Empire at that time, he informed the Regent that it would take nine years to build a fleet of such vessels large enough to conquer the Empire.

Despite a disaster leading to the destruction of Praxis in 2293, the project was completed within six years, in time for them to play a vital role in the conquest of the Terran Republic, the successor state of the Terran Empire, by the Klingon-Cardassian Alliance in 2295.
