The Coalition Compact, also known as Coalition Accords[1] was a 22nd century document of interstellar law, a treaty of alliance that brought the Coalition of Planets formally into existence. The treaty was signed on Wednesday, 5 March 2155 in the Candlestick Stadium in San Francisco on Earth by United Earth, the Confederacy of Vulcan, the Andorian Empire, and the United Planets of Tellar. The Coalition Compact established the Coalition of Planets, a mutual-defense pact created in the wake of a Romulan incursion into local space in 2154. (ENT novel: The Good That Men Do, ENT episode: "The Aenar")
Representatives of 19 planets were present during the signing ceremony.
The details of the Compact state that the Coalition was forbidden from engaging in a pre-emptive strike against other member nations. It would be this clause that stopped the Coalition from attacking the Romulan Star Empire after the surprise strike against Coridan Prime as there was little evidence that attributed the Romulans to the attack. The attacks, however, caused the withdrawal of the Coridanites, United Rigel Worlds and Colonies, Denobulans and others to withdraw. (ENT novel: The Good That Men Do)
The provisions of the Coalition Compact were debated fiercely by the members' ambassadors during the Earth-Romulan War, eventually leading to United Earth and its Starfleet fighting the Romulans with no official allied support. 255 years later, Lieutenant Commander Shavaa, descendant of the Tellarite signing the Compact, volunteered to serve es honor guard during the first Alliance Summit on New Romulus in 2410. This summit officially brought the Khitomer Alliance into existence. Unfortunately, Shavaa was killed when she jumped into the line of Na'kuhl fire to save President Aennik Okeg.
