The code 710 served as a communication directive – used among others by Starfleet – explicitly forbidding any ships from approaching the planet that transmitted it.

In 2259 the stranded Christopher Pike used woodpiles and barrels to write code 710 in morse code on the surface of Epheska. The code was received by the crew of USS Enterprise who then did not approach the planet. (SNW novel: The High Country)

During the mid-23rd century, when the USS Enterprise made an initial diplomatic approach, the inhabitants of Eminiar VII responded by using this code. Their intention was to prevent the involvement of the starship in the ongoing interplanetary conflict with Vendikar, a neighboring planet within their system. (TOS episode: "A Taste of Armageddon")
