Colleen Cabot, a female human, was a Counselor in Starfleet in the 24th century. In 2378 after the USS Enterprise-E returned from the Rashanar Battle Site, Cabot was given custody of Captain Jean-Luc Picard while he awaited his hearing on the destruction of the USS Juno and the Vuxhal.

In order to convince Cabot that Picard was telling the truth about the apparent destruction of the Vuxhal, Wesley Crusher used his Traveler abilities to take Cabot to the Rashanar Battle Site to witness what was going on there. Soon after this, Crusher and Cabot became lovers.

Cabot and Picard then traveled with the Enterprise back to Rashanar in order to secretly attempt to collect evidence of the Enterprise's innocence. Picard, Cabot, Wesley Crusher, and Christine Vale took the Skegge into Rashanar and posed as scavengers.
