Lieutenant Collins was a Starfleet officer who served aboard the USS Voyager in the 2370s.
In 2371, after Voyager's core processor was stole by the members from the Kapon it led to several malfunctions in the ODN. During this period, it was reported that Lieutenant Collins destroyed the replicator in his quarters when he requested a grilled cheese sandwich. It was left in question on whether Collins would ever be able to get his quarters clean afterwards. (VOY novel: Violations)
