A security officer that served the United Federation of Planets, when their government called a summit with the Romulan Star Empire to discuss the recent threat of the Borg, Collins was one of the detachment that was tasked with maintaining law on Babel while the conference was in session. At the same time, Collins was also rumoured to have been in a relationship with a female Tellarite, which became a source of gossip between their colleagues, though at least one was dubious to how valid this claim was, declaring that he would not believe this until he saw the woman in person.
