In August of 2375, Morrow was transported by the USS Gorkon to planet Kropasar, as part of a diplomatic mission to reopen negotiations for the planet's admission to the Federation. (SCE eBook: The Future Begins)
In 2379, Ambassador Morrow headed up a Federation diplomatic team, including Kyle Riker, which was sent to planet Delta Sigma IV to mediate the dispute between the Bader and the Dorset. (TNG novels: A Time to Love, A Time to Hate)
In 2380, Morrow was given his first first contact mission, opening relations with the newly-encountered Trinni/ek. During this time, he worked very closely with Presidential Chief of Staff Esperanza Piñiero. (ST novel: Articles of the Federation)
