A comnet was a communications system used by various cultures to disseminate information planetwide.
Bajor
In April 2376, Kira Nerys uploaded the text of the Ohalu Prophecies to the Bajoran comnet, against the wishes of the Vedek Assembly who she considered patronizing for trying to censor the book, having no faith in the ability of the Bajoran people to not be tainted by something the Assembly considered heretical. As Kira predicted the upload did not result in hysteria as the Assembly had thought, just the creation of a new dialog amongst the Bajoran people. (DS9 novel: Avatar, Book Two)
