Comsol was the Commander-in-Chief of the Federation Starfleet in 2270 and the then-promoted Starfleet Commanding Officer Heihachiro Nogura's direct superior. That year Comsol and the Federation President had all data regarding Operation Vanguard, the Taurus meta-genome and the Shedai’s more secret aspects, deposited – indeed buried – in the classified files of the Aldrin City Archives Annex on Luna. Only their direct successors had the power to access the files, and any attempt to look at the data would be raised with their staff. (VAN novella: In Tempest's Wake)

It is possible that Comsol was meant to be Robert Comsol, mentioned in the The Menagerie. If so, Comsol had been promoted, using the Memory Beta hierarchy as it stands, from Commanding Officer, Starfleet Command to Commander-in-Chief of the Federation Starfleet, the most senior position in Starfleet on this site's hierarchy.
