Comsol was the Commander-in-Chief of the Federation Starfleet in 2270 and the then-promoted Starfleet Commanding Officer Heihachiro Nogura's direct superior. That year Comsol and the Federation President had all data regarding Operation Vanguard, the Taurus meta-genome and the Shedai’s more secret aspects, deposited – indeed buried – in the classified files of the Aldrin City Archives Annex on Luna. If so, Comsol had been promoted, using the Memory Beta hierarchy as it stands, from Commanding Officer, Starfleet Command to Commander-in-Chief of the Federation Starfleet, the most senior position in Starfleet on this site's hierarchy.
