Mr. Cooley was a teacher at Lenox High School and the head of a youth center at Park Avenue in the 20th century.

Benny Russell was one of Cooley's students and noted that Cooley had encouraged him to take more English and Science classes and less trades classes. Cooley took Russell and other students to the 1939 New York World's Fair. (DS9 novelization: Far Beyond the Stars)
