The Council of Nobles, also called the Council of Lords, was an important governmental body on Elas, the homeworld of the Elasian race. (TOS episode: "Elaan of Troyius", FASA RPG module: The Orions: Book of Common Knowledge)

Though named as the "Council of Nobles" in "Elaan of Troyius", The Orions: Book of Common Knowledge names it the "Council of Lords".

It considered of a number of regional overlords and important local lords from the Elasians' tribal society and semi-feudal political structure. It was subordinate to the Dohlman. (Decipher RPG module: Worlds)

In 2268, the Council of Nobles and Troyius's Troyius Tribunal jointly agreed that Petri, a Troyian ambassador, should teach Dohlman Elaan about Troyian customs prior to her wedding to Troyius's ruler. Elaan declared that she would never forgive the Council for this. (TOS episode: "Elaan of Troyius")

Though the admission of Elas into the Federation reduced the Klingon presence within the Tellun system, some factions in the Council of Lords still supported an alliance with the Klingon Empire. (FASA RPG module: The Orions: Book of Common Knowledge)
