A counselor is a title given to an individual who interacts with another individual to identify and respond to specific needs of another individual, in terms of medicine or psychology, for the purpose of therapy or even indoctrination.

In the Federation's Starfleet, starship officers responsible for the emotional well-being of the ship's crew are called counselors. A counselor's duties included providing individual guidance and advice to crew members, as well as periodic crew performance evaluations, usually performed with the ship's executive officer or other department heads. A counselor is also expected to provide advice to the ship's captain on command decisions. (ST reference: The Star Trek Encyclopedia; ST website : StarTrek.com)

Deanna Troi, Ezri Dax, Astall and Phillipa Matthias have all served as Starfleet counselors.

Morgan Bateson had at least one session with a Starfleet counselor, Bailey, while adjusting to life in the 24th century after emerging from ninety years in a temporal causality loop. (TNG - Special comic: "Out of Time")

In the Angosian civilization's military, a counselor was the person responsible for initiating an individual's training program and the physical alterations given to make the individual a superior soldier. (TNG episode: "The Hunted")
