Courtenay Marshall's imposter was an otherwise unnamed 23rd century Romulan man. He replaced Federation Councillor Courtenay Marshall as part of a plan to invade the Federation.

Biography[]

In 2267, when Courtenay Marshall beamed aboard the Federation starship USS Enterprise on a mission to establish diplomatic relations on Tondus, his transporter beam was intercepted. Marshall was kidnapped and this imposter materialized aboard the Enterprise.

The real Marshall had a reputation for demanding excellence, which the spy magnified tenfold. He arrogantly insisted on being addressed as "your excellency" and required a ceremonial honor guard to escort him to Tondus. He demanded access to the bridge and sat in the command chair. When a Tondusian strike craft approached, he insisted no action be taken, and James T. Kirk was forced to return fire when the ship suddenly attacked. The imposter said it was an unproved attack, probably a mistake, and ordered Kirk to beam them to the surface right away.

On Tondus, Kirk, Spock, Hikaru Sulu and Pavel Chekov were captured — the Tondusian government had been replaced by disguised Romulan operatives. The imposter's true mission was to replace the bridge crew with disguised Romulans who could commandeer the Enterprise and lead an invasion fleet to Earth.

Starfleet Intelligence suspected something was amiss and alerted Montgomery Scott. A strike force of armed shuttlecraft destroyed the Romulan invasion force. The imposter wanted to kill Kirk, Spock, Sulu and Chekov as revenge, but in the knick of time Scott arrived and stuned him unconscious with a phaser rifle. (TOS comic: "The Marshall Plan")
