Jal Culluh is a Kazon male who was First maje of the Kazon-Nistrim sect in the early 2370s. Although his forefathers had all served as First Majes of the Nistrim, Culluh had squandered the power that they had built up, and the Nistrim were now weaker than other sects. Culluh recognized that the Nistrim were now weak and seized upon any opportunity to increase his standing in the Kazon Collective and unite the various sects under his command.

History[]

When the USS Voyager was pulled into the Delta Quadrant in 2371, the Kazon-Ogla was able to observe its advanced Starfleet transporters and replicators first hand, and information soon filtered down throughout the sects. Culluh recognized that the advanced technology in Voyager's systems could lead to his rise to eminence. He was able to establish contact with Voyager crewmember Seska, who was a Cardassian agent disguised as a Bajoran, and they arranged to trade technology and secrets. One attempt to provide Culluh with replicator technology led to Seska's discovery and she was forced to escape aboard Culluh's ship. (VOY episodes: "Caretaker", "State of Flux")

Culluh decided to keep Seska aboard his ship and took her as a consort. In 2372, Seska and Culluh hatched a plan to board Voyager and steal transporter technology and use it as a bargaining chip to bring the other First Majes under his control. While the attempt was successful, the transporter module was destroyed by Commander Chakotay. (VOY episode: "Maneuvers")

Shortly after this incident Seska became pregnant with Culluh's child, but she claimed it was Chakotay's. A few weeks later, Captain Kathryn Janeway proposed an alliance with the Nistrim, but Culluh refused to listen to any proposal put forth by a woman, and the talks collapsed. Although he agreed to attend a meeting on Sobras with Janeway, the Trabe leaders, and the other First Majes, the meeting was attacked by the Trabe as an attempt to assassinate the Majes, and Culluh barely escaped with his life. By the end of 2372, Seska's baby had been born and they set about using him as a pawn to lure Voyager into a trap and seizing control of the ship. The attempt was successful and the crew were abandoned on Hanon IV, with only The Doctor, Lon Suder aboard Voyager and Tom Paris away from the ship. Thankfully, the three managed to sabotage the ship and led a Talaxian fleet against Voyager to free the ship. Unfortunately, Seska was killed in the battle, but Culluh managed to escape with the baby. (VOY episode: "Basics")

Sessen grew up disliking the Voyager crew, and probably the Federation by extension. Culluh told stories to Sessen about the Federation starship Voyager. (STO - Delta Quadrant mission: "Alliances")
