D'tran was a Romulan military officer during the 22nd century and a Senator during the 23rd century.

In 2155, he served as an aide to Admiral Valdore with the rank of subcommander. (ENT novel: The Good That Men Do)

By 2267, D'tran had become a well-respected and veteran Senator that was considered one of the few Romulan experts on Humans and their customs. After several incidents between the Federation and the Romulan Star Empire, D'tran took part in the negotiations that created Nimbus III. Later that same year, he took part in a Senate debate that led to the creation of the Klingon-Romulan Alliance and even suggested Grodak as a contact in the Klingon Empire. D'tran became friends with Ambassadors Jetanien and Lugok during the formation of the Planet of Galactic Peace. He was killed during a riot in Paradise City in 2268. (VAN novel: What Judgments Come)
